Establish the system
Balance several discs around a center that none of them actually occupies. Their sizes and distances should make the empty center perceptible, while one disc deliberately threatens the balance by sitting too close or too far away.
Place the shapes
Place a large dark disc below and left of center, two smaller pale discs above and one narrow ring at the far right. Adjust the gaps until a roughly triangular empty area appears between them. Keep the background simple and use value differences to balance mass rather than adding more shapes.
Make the exception count
